In short

A Functional Capacity Assessment (FCA) is a comprehensive occupational therapy evaluation of how a person’s physical, cognitive and psychological health affects their ability to manage everyday life. It provides objective evidence about the level of support or environmental modification needed to live safely and independently — often used for NDIS and aged care.

What a functional capacity assessment covers

The core of an FCA is evaluating activities of daily living (ADLs) — the essential tasks required for independence.

Basic ADLs (self-care)

Mobility, dressing, eating, personal hygiene and toileting.

Instrumental ADLs (community living)

Managing finances and medications, meal preparation, housework, shopping and community transport.

Depending on the person, we may also look at cognition, executive functioning, sensory processing, emotional regulation, fine and gross motor skills, safety, and participation at school, work and in the community.

When an FCA is useful

  • Applying for the NDIS, or preparing for an NDIS plan review
  • Working out the right level of support at home or in the community
  • Planning for aged care or changes in living arrangements
  • After a brain injury, stroke or change in health
  • Identifying equipment, home modifications or routines that will increase independence

What’s involved

  1. Information gathering — history, diagnoses, existing reports and goals.
  2. Interview with the person and, where helpful, family, carers or support workers.
  3. Observation and standardised assessment of daily living tasks — at home, in clinic or in the community.
  4. Report describing functional strengths and limitations, risks, and recommended supports, therapy, equipment or modifications.

Cost and funding

Occupational therapy is charged at $200 per hour privately. For self- and plan-managed NDIS participants, occupational therapy is billed at the 2026–27 NDIS price limit ($193.99/hour). Support at Home, DVA, ReturnToWorkSA, the Lifetime Support Authority and insurers may also fund assessments with approval. Medicare rebates may apply to some OT sessions under a GP Chronic Condition Management Plan. See fees & funding.

What is a functional capacity assessment (FCA)?

An FCA is an occupational therapy assessment of how a person’s physical, cognitive and psychological health affects their ability to manage everyday life. It provides objective evidence of the supports or environmental changes needed to live safely and independently.

Can an FCA be used for NDIS?

Yes. FCAs are commonly used as evidence for NDIS access requests and plan reviews, to show functional impact and support needs. Self-managed and plan-managed participants can usually use their capacity building funding. See our NDIS FCA guide.

Do you do home visits?

Occupational therapy assessments may include home visits and observation of daily living tasks to inform practical recommendations. Ask us about availability for your area.

Children, adolescents and adults — including people with disability, neurodevelopmental conditions, brain injury, neurological conditions or age-related decline.

How much does an FCA cost?

Occupational therapy is $200 per hour privately, or $193.99 per hour (the 2026–27 NDIS price limit) for NDIS participants. FCAs are quoted upfront based on your needs and the report required.
